If the author does not want to pay much attention to the system of magic, he can simply not go into details of how the miracles described in the book happen. The main character can be a warrior, a thief, or another class that, in principle, is not interested in problems with magic. Or all magical actions occur in the form of fabulous miracles, when no one explains.
Due to the fact that the laws of local magic are unknown to the reader, it is very easy to solve any plot problems - in a critical situation a miracle simply happens, or the hero discovers powers that came from nowhere, or a powerful entity just helps him. Often the author does not explain the events that happened at all - some unlikely incident just happened and the hero, for example, was transported to a new world (in fact, the plot of every second book about victims)
In principle, an undeveloped magic system is not a big drawback of the book, especially if sufficient attention is paid to the plot, the characters, and the world. But in those (fairly frequent) cases, when the main character is a magician, of course, the elaboration of the magic system, is very desirable
