Most often, the heroes of books are more or less ordinary people who gradually increase their capabilities and gradually rise above others. It is much easier for the average reader to empathize with such heroes.

But as contrast, a book may contain a powerful character who initially has enormous capabilities. This could be a local ruler, a powerful magician, a god, or a demon. But what makes him stand out is the presence of forces and resources that are many times greater than the capabilities of the main character (even in the most optimistic development scenarios for him).

Therefore, the hero, no matter how independent he is in the plot, will obey the powers that be, carry out their orders, and possibly advance in the local hierarchy. But again, even the fastest advancement and growth in capabilities does not allow the heroes to get closer to the capabilities of the local ruler or god, he simply occupies a different place in the hierarchy.

Of course, it is often interesting to watch how a hero, who initially has zero capabilities, grows rapidly. Moreover, in the process, he takes less and less account of the established order and gradually becomes either completely independent or even takes the place of the supreme ruler. But if you do not endow the hero with enormous capabilities that initially give him advantages over everyone, then the attentive reader will have doubts.

This especially applies to well-developed worlds, in which a complex hierarchy has historically developed, and local rulers have either a multi-thousand-year pedigree or superpowers. In such a case, it is somehow unlikely that a simple person, who is usually the main character, will be able to ascend unhindered. After all, one of the features of the powerful (both in the real world and books) is attention to competitors. The hero's rapidly growing capabilities will not go unnoticed. And rulers, unless necessary (which needs to be invented and justified by the author), simply will not allow competitors to arise in the future. But let’s not forget that according to the plot, they initially have huge capabilities.

Of course, often the plot is built on the confrontation between the hero and the rulers, during which the hero develops and fights back. Or the hero, on the contrary, completes their tasks and gradually grows in capabilities and in the social hierarchy.

In any case, the presence of powerful characters in the plot and their interaction with the main character is normal and fits well into the overall plot. The more developed and high-quality the world in the book, the more often they will appear and have a greater impact.
